My dear Butler,
In paragraph 5 of a confidential despatch,
dated the 9th September, forwarded to us with a Colonial
Office memo of the 20th October, the Governor of Hongkong
says that he knows that the German Consuls at Canton and
Swatow have had personal confabulations with Indians,
which can have but one object. It might be of the
greatest assistance to us if the Governor could give us
names of Indians in such cases, In this particular
instance it might not have been possible, but in some
of his previous despatches, eg. that of the 13th August,
the Governor seems to have purposely avoided giving
names.
